Self-employed workers in Wales affected by the coronavirus pandemic are able to claim a grant through the Start Up Grant. But not all self-employed workers are eligible for the scheme. In fact, an estimated one million self-employed workers are ineligible for this scheme. The scheme is opening up for second start-up grant claims now, but how can you claim a second grant?

Millions of self-employed workers have struggled throughout the coronavirus pandemic with businesses across many sectors being hard hit by the pandemic.

Now millions of these workers whose trade has been affected by coronavirus can now apply for a second support grant.

More than three million people may be eligible for the payment of up to £6,570 each, which Chancellor Rishi Sunak said would be the final hand-out.

The first grant, launched in May, saw £7.8bn claimed by 2.7 million people.

HM Revenue and Customs (HMRC) has admitted thousands were paid too much, but it will not be demanding repayment.

Around 15,00 payments were miscalculated according to the tax authority, equating to less than 0.6 percent of the total amount paid out.

A HMRC spokesman told the BBC: “The vast majority of grants were paid correctly, but in a very small number of cases, not all the information held on a tax return was taken into account when calculating eligibility and grants.

“Our top priority has been ensuring self-employed people receive grants quickly while protecting public money from deliberate fraudsters.”

What is the Start Up Grant?

Welsh self-employed workers are entitled to another grant which could prove invaluable to their business operations: the Start Up Grant.

The Welsh Government has announced a ‘Start Up Grant’ to support new businesses in Wales in dealing with the severe impact of coronavirus.

The Start-Up Grant will be administered by local authorities and businesses have been able to apply for this grant from midday on June 29.

Who is eligible for the Start Up Grant?

To be eligible for the ‘Start Up Grant’ of £2,500 businesses must:

  • Not have received funding from the Economic Resilience Fund or the Non-Domestic Rates grant
  • Have been set up between April 1, 2019 and March 1, 2020, and not qualify for Self Employment Income Support Scheme
  • Have turnover less than £50,000
  • Have a drop of more than 50 percent income between April 2020 to June 2020.

How to claim the Start Up Grant

Applicants are required to submit a short application form and self-declaration document which is support by evidence showing their eligibility for the scheme.

Applicants are also required to sign up to Business Wales start-up support and advice and align with the ethos and principles of the Economic Contract.

The Economic Contract is part of the Welsh Governments Prosperity for All – Economic Action Plan.

This contract has been designed to enable the Welsh Government to develop a new and strengthened relationship with business and to drive inclusive growth and responsible business behaviours, including increasing the availability of fair work and decarbonisation.

The Economic Contract requires businesses:

  • Growth potential (measured for example, by contribution to employment, productivity, or multiplier effects through the supply chain)
  • Fair Work (as defined by the Fair Work Commission), including permitting trade union access
  • Promotion of health, including a special emphasis on mental health, skills, and learning in the workplace
  • Progress in reducing carbon footprint.
